Unions
Monterrey is the most heavily unionized
city in Mexico, with the possible exception of Mexico City. More than 60% of the
total workforce in the manufacturing sector is unionized. Apparently, many of the
workers in the domestic industrial workforce are members of the so called "white
unions," or unions not affiliated with one of the national confederations of workers.
White unions tend to be less demanding of management and seldom strike. The major
national unions, CTM and CROC, are active. Unions will not adversely affect a new
start-up, but management should be aware and prepared for them from the onset.

Political Influences
Local government in Monterrey is
controlled by the ruling PRI party and their ties to the unions in the region
are legendary. Monterrey's business community is especially globally-oriented,
and this tends to enhance political support and co-operation with the commercial
sector.

Assistance
The State of Nuevo Leon is actively
promoting other areas of the state, outside of Monterrey. The congestion of this
industrial city coupled with the lack of infrastructure and diversity in other
regions will result in some resistance to new business locating in Monterrey.

Union pressure is a political reality
in Monterrey, and should be expected in any new start-up operation.
