Baja California North (BCN) has
often been ruled by the PAN party, an exception from the national control
of the PRI. Local government in Mexicali is pro-growth for the outskirts
of Mexicali.

Mexicali is the Capital City of
BCN and additional resources from the state government have been known to
appear when needed to close the deal. The State of California Department
of commerce also supports the region through the "Rural Economic Development
Infrastructure Program."
